afirma o advogado especialista em Direito Tribut\u00e1rio Jo\u00e3o Paulo Barbosa Lyra.<br>De acordo com o advogado, \u201cj\u00e1 h\u00e1 questionamentos sobre como fica a noventena, que \u00e9 o princ\u00edpio que determina que os entes cobrem tributos somente depois de decorridos em 90 dias da publica\u00e7\u00e3o da lei que o instituiu ou aumentou\u201d,
