Trata-se do segundo maior rombo da hist\u00f3ria, inferior apenas ao registrado em 2020, de R$ 939 bilh\u00f5es \u2014 ano em que as despesas p\u00fablicas dispararam com o combate \u00e0 pandemia de covid-19.<br>O d\u00e9ficit prim\u00e1rio resulta de um forte aumento da despesa, combinado a uma queda na receita. No acumulado at\u00e9 dezembro, a receita l\u00edquida, ap\u00f3s transfer\u00eancias constitucionais, caiu 2,2% em termos reais (j\u00e1 descontada a infla\u00e7\u00e3o. Enquanto isso, o gasto p\u00fablico aumentou 12,5%.<br>Parte do resultado se deve ao pagamento antecipado de precat\u00f3rios. Sem contar essa quest\u00e3o, o saldo negativo seria de R$ 138,1 bilh\u00f5es \u2014 o pior desde 2019, sem contar o ano da pandemia. \u00c9 esse valor que ser\u00e1 considerado para efeito da meta fiscal do governo, uma vez que o Supremo Tribunal Federal (STF) autorizou a regulariza\u00e7\u00e3o do estoque de precat\u00f3rios fora da meta e do limite de gastos.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/jornalfatosenoticias.com.br\/wp-content\/uploads\/2020\/02\/nova-logo-Marquetti.jpg\" alt=\"\" class=\"wp-image-22331\" width=\"379\" height=\"254\" srcset=\"https:\/\/jornalfatosenoticias.com.br\/wp-content\/uploads\/2020\/02\/nova-logo-Marquetti.jpg 643w, https:\/\/jornalfatosenoticias.com.br\/wp-content\/uploads\/2020\/02\/nova-logo-Marquetti-300x202.jpg 300w\" sizes=\"auto, (max-width: 379px) 100vw, 379px\" \/><\/figure><\/div>\n\n\n\n<p>Em seu primeiro discurso como ministro, em 2 de janeiro de 2023, Haddad afirmou que n\u00e3o aceitaria &#8220;um resultado prim\u00e1rio que n\u00e3o seja melhor do que os absurdos R$ 220 bilh\u00f5es de d\u00e9ficit previstos no Or\u00e7amento para 2023&#8221;. \u00c0 \u00e9poca, o ministro ainda n\u00e3o considerava a regulariza\u00e7\u00e3o dos precat\u00f3rios.<br>Mesmo excluindo os precat\u00f3rios da conta, por\u00e9m, o resultado prim\u00e1rio foi pior que o previsto por Haddad em diferentes ocasi\u00f5es do ano passado. No fim de junho, por exemplo, ele declarou que o d\u00e9ficit seria pr\u00f3ximo de R$ 100 bilh\u00f5es no ano, cerca de 1% do PIB.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/jornalfatosenoticias.com.br\/wp-content\/uploads\/2020\/02\/barao-das-carnes-300x164-1.jpg\" alt=\"\" class=\"wp-image-34339\"\/><\/figure><\/div>\n\n\n\n<p>Os n\u00fameros divulgados nesta segunda refletem os resultado do Tesouro Nacional, Previd\u00eancia Social e Banco Central. Tesouro e BC contabilizaram um super\u00e1vit de R$ 75,7 bilh\u00f5es e a Previd\u00eancia. um d\u00e9ficit de R$ 306,2 bilh\u00f5es. Segundo o Minist\u00e9rio da Fazenda, parte do resultado decorre da compensa\u00e7\u00e3o a estados e munic\u00edpios pelas perdas que tiveram com a redu\u00e7\u00e3o do ICMS aprovada pelo Congresso em 2022.
