A Receita Federal anunciou, nesta segunda (24), o fim do chamado Programa Emergencial de Retomada do Setor de Eventos (Perse), criado durante a pandemia da covid-19 pelo governo do ex-presidente Jair Bolsonaro (PL) para ajudar a reduzir os impactos das restri\u00e7\u00f5es de circula\u00e7\u00e3o no segmento. Com isso, as al\u00edquotas cheias de tributos como Imposto de Renda da Pessoa Jur\u00eddica (IRPJ), Contribui\u00e7\u00e3o Social sobre lucro L\u00edquido (CSLL) e PIS\/Cofins voltam a ser cobradas. Ao todo, o Perse tinha um limite de R$ 15 bilh\u00f5es em benef\u00edcios fiscais.<\/p>\n\n\n\n

H\u00e1 quase duas semanas, Barreirinhas j\u00e1 havia adiantado a deputados e senadores que o limite de R$ 15 bilh\u00f5es seria atingido ainda neste m\u00eas. \u201cOs R$ 15 bilh\u00f5es j\u00e1 foram gastos, acabam agora em mar\u00e7o. Se cont\u00e1ssemos de janeiro a dezembro do ano passado, ter\u00edamos tido mais de R$ 16 bilh\u00f5es em gasto tribut\u00e1rio [ren\u00fancia de arrecada\u00e7\u00e3o] s\u00f3 com o Perse. Como o c\u00e1lculo come\u00e7ou a partir de abril, chega em R$ 15 bilh\u00f5es em mar\u00e7o [de 2025]\u201d, disse o secret\u00e1rio em sess\u00e3o da Comiss\u00e3o Mista de Or\u00e7amento (CMO).<\/p>\n\n\n\n

Durante a vig\u00eancia do Perse, foram beneficiadas empresas de setores como hotelaria; alimenta\u00e7\u00e3o; aluguel de equipamentos recreativos, esportivos e de palcos; produ\u00e7\u00e3o teatral, musical e espet\u00e1culos de dan\u00e7a; bares, restaurantes e similares; e cinemas.<\/p>\n\n\n\n

O an\u00fancio do fim do programa provocou forte rea\u00e7\u00e3o dos setores beneficiados, fazendo com que a Frente de Com\u00e9rcio e Servi\u00e7os (FCS) enviasse um pedido \u00e0 Receita para manter o Perse com redu\u00e7\u00e3o gradual dos incentivos at\u00e9 2026, mas a solicita\u00e7\u00e3o n\u00e3o foi atendida.<\/p>\n\n\n\n

A decis\u00e3o gerou revolta no setor de com\u00e9rcio e servi\u00e7os, que se diz surpreendido com o an\u00fancio. O grupo sustenta que um fim abrupto em abril poderia impactar no aumento do desemprego e da infla\u00e7\u00e3o. O setor argumenta que \u00e9 o principal gerador de empregos no Brasil, e que a ren\u00fancia fiscal permite que o pa\u00eds arrecade mais por outros meios”, disse a FCS em nota.<\/span><\/p><\/blockquote>\n\n\n\n

Ainda na sess\u00e3o da CMO, Barreirinhas afirmou que o Perse foi um dos programas mais onerosos j\u00e1 criados para o or\u00e7amento. De acordo com ele, foi uma iniciativa importante, mas que \u00e9 preciso resgatar a \u201csa\u00fade das contas p\u00fablicas\u201d. \u201cIndependente de ele terminar hoje, o custo prossegue no tempo via remunera\u00e7\u00e3o da d\u00edvida p\u00fablica\u201d, completou.<\/p>\n\n\n\n

O ministro Fernando Haddad, da Fazenda, afirmou na semana passada que o Perse foi um dos respons\u00e1veis pelo governo n\u00e3o ter conseguido atingir o super\u00e1vit das contas p\u00fablicas em 2024, como era previsto. No ano passado, ele anunciou um \u201cpente-fino\u201d nos benef\u00edcios concedidos e, em novembro, detalhou as empresas beneficiadas. Ao todo, mais de 11 mil empresas foram beneficiadas pelo programa.<\/p>\n\n\n\n
