A Bolsa de Valores de S\u00e3o Paulo (B3), a Ag\u00eancia Nacional de Transportes Terrestres (ANTT) e o Minist\u00e9rio dos Transportes realizam nesta quinta-feira (23), a partir das 14 horas, o leil\u00e3o de otimiza\u00e7\u00e3o contratual da rodovia R\u00e9gis Bittencourt (BR-116\/SP\/PR), um dos principais corredores log\u00edsticos do pa\u00eds.
A disputa envolve a transfer\u00eancia do controle acion\u00e1rio da concession\u00e1ria respons\u00e1vel por cerca de 400 quil\u00f4metros de extens\u00e3o entre S\u00e3o Paulo e o Paran\u00e1. O novo contrato durar\u00e1 15 anos e prev\u00ea R$ 7,2 bilh\u00f5es em investimentos destinados \u00e0 amplia\u00e7\u00e3o da capacidade da via, \u00e0 moderniza\u00e7\u00e3o da infraestrutura e a melhorias operacionais. O crit\u00e9rio de julgamento ser\u00e1 o maior desconto ofertado sobre a tarifa b\u00e1sica de ped\u00e1gio.
Tr\u00eas empresas disputam a licita\u00e7\u00e3o: Motiva, Grupo EPR e Arteris, atual operadora do trecho desde 2008. A R\u00e9gis Bittencourt \u00e9 considerada um dos ativos rodovi\u00e1rios mais atrativos do pa\u00eds e estrat\u00e9gica para o escoamento da produ\u00e7\u00e3o agr\u00edcola e a log\u00edstica entre ambos os estados.<\/p>\n\n\n

Entre as concorrentes, a Motiva chega \u00e0 disputa ap\u00f3s vencer o releil\u00e3o da rodovia Fern\u00e3o Dias (BR-381) e \u00e9 considerada a favorita por analistas do setor. Segundo o Bank of America, uma eventual vit\u00f3ria da companhia pode gerar cerca de R$ 200 milh\u00f5es em capital para os acionistas, enquanto o Santander projeta um cen\u00e1rio ainda mais otimista, de at\u00e9 R$ 600 milh\u00f5es. Ambos os bancos alertam, no entanto, que o retorno depender\u00e1 da capacidade de a empresa gerar efici\u00eancia operacional em um ambiente de juros elevados.
O Grupo EPR, plataforma formada pela Equipav e pela gestora Perfin, tamb\u00e9m \u00e9 visto como concorrente forte, pois administra concess\u00f5es rodovi\u00e1rias em Minas Gerais e no Paran\u00e1. A Arteris, atual concession\u00e1ria e uma das maiores administradoras do setor no Brasil, leva a vantagem de conhecer a opera\u00e7\u00e3o, mas enfrenta, segundo o BTG Pactual, alta alavancagem financeira, fator que pode limitar sua agressividade nos lances. Para o mercado, o resultado do leil\u00e3o n\u00e3o apenas definir\u00e1 o futuro operador da BR-116, como tamb\u00e9m servir\u00e1 de term\u00f4metro para avaliar o apetite do setor privado por novos leil\u00f5es de infraestrutura no pa\u00eds.<\/p>\n\n\n
